Brother Zendraas: the Hidden Windstone Vendor
At the Shrine of Akir on Zephras Isle stands a figure in cultist robes who looks like an enemy. He is not. Brother Zendraas is a vendor, and he trades green gear for the Windstones that players pick up all over the island.

Finding him
Go to the Shrine of Akir at 57.8, 52.0 and talk to Brother Zendraas. You have to go through his dialogue before his shop opens, and sometimes it takes a second try.
What he sells
He sells 24 pieces of Al'aketh cloth, leather and mail gear for 5, 8 or 15 Windstones each.
Windstones
Windstones lie on the ground around Zephras Isle and drop from its creatures. They are not soulbound, so you can mail them to another character.
